「The Role of Structural Transformation in Regional Convergence in Japan: 1874 – 2008 (co-author with Kyoji Fukao)」

Abstract:We show, in a multi-sector framework, that regional convergence in labor productivity is the sum total of -convergence in the within-sector effect (sectoral productivity growth) and – convergence in the reallocation effect (structural transformation). Based on a novel regional dataset on Japan from 1874 to 2008, and using a novel decomposition framework, we find that regional convergence in the pre-war era (1874-1940) was mainly driven by the within-sector effect (through productivity growth in agriculture and manufacturing). Structural transformation led to productivity growth and regional convergence in the post-war period (1955-2008), mainly through increasing activities in wholesale and retail trade and private sector services. However, since the early 1970s its contribution to regional convergence was counterbalanced by the within-sector productivity growth, in turn slowing down the pace of convergence. The growth effect of structural transformation was high in regions with faster labor reallocation across sectors and larger sectoral productivity gaps.
